Question In an article in the Chicago Tribune it talks about how Stephanie Kifowit, an Illinois State Representative, wants to crack down on gang recruitment by supporting legislation that specifically targets those who try to recruit students. The Chicago Tribune (2015) explains, â€Å"Kifowit s House Bill 247 would extend the areas where individuals can be charged with street gang recruitment beyond school grounds to include areas within 1,000 feet of school buses, school bus stops, and public parks†. The emphasis is on prevention and how important it is to stop recruitment of students who are vulnerable to joining gangs. In James Howell’s â€Å"Gangs in America’s Communities† book he mentions that a gang should be looked at more of as a social network rather than an â€Å"organization† (Howell, 2012, p.60). This can be especially true for the youth who get involved in gangs. For the youth it is normal for them to want to belong somewhere so their pee rs have major influences in what they do and even how they think. The emergence or involvement of a gang among youth is identifying with each other and eventually giving themselves a name. Howell then describes the next step as grasping the gang culture by wearing distinctive clothing, colors, having rituals, gatherings, and the exclusion of other youth. Machiavellian Politics in The Prince The Prince, written by Niccolo Machiavelli, is one of the first examinations of politics and science from a purely scientific and rational perspective. Machiavelli theorizes that the state is only created if the people cooperate and work to maintain it. The state is also one of man's greatest endeavors, and the state takes precedence over everything else. The state should be one's primary focus, and maintaining the sovereignty of the state one's most vital concern. The state is founded on the power of its military. Therefore, a strong military is vital to maintaining the state. Machiavelli believes that men respect power, but they will take advantage of kindness. He believes that when given the opportunity one must destroy completely, because if one does not he will certainly be destroyed. The prince should lead the military, and he has to be intelligent. An effective politician can make quick and intelligent choices about the problems that coneztly arise before him. He must also have virtue, which means he is strong, confident, talented, as well as smart. A prince cannot be uncertain, because uncertainty is a sign of weakness. Fortune controls half of human's actions, and man's will control the other half. Virtue is the best defense for fortune, and virtue must be used in order to keep fortune in check. The prince must take advantage of situations based solely on if it is best for the state. He should choose his decisions based on contemporary and historical examples. A prince cannot consider whether his acts are moral or immoral, and he instead must act in an unbiased manner for the state. Also, it does not matter how the state achieves its goals, as long as these goals are achieved. Finally, regardless of the personal morality involved, the prince should be praised if he does good for the state and berated if he hurts the state. Machiavelli's principles have widespread influence, and they are quite similar to some of Thomas Hobbes ideas in Leviathan. Machiavelli has a very low opinion of the people throughout history. In general, he feels that men are "ungrateful, fickle, liars, and deceiver." "They shun danger and are greedy for profit; while you treat them well, they are yours. They would shed their blood for you ? but when you are in danger they turn against you." Machiavelli basically has little respect for the people, and he feels as though they have not earned much either. He uses this as justification for the use of fear in order to control people. He also feels that men are "wretched creatures who would not keep their word to you, you need not keep your word to them." This sense of fairness justifies breaking one's word to men. Machiavelli also writes about how hard it must be for a prince to stay virtuous. He concludes that with so many wretched men around virtue is hard to create in oneself. "The fact is that a man who wants to act virtuously in every way necessarily comes to grief among so many who are not virtuous." Overall, Machiavelli is very pessimistic about the abilities of the people. He feels that after examining people through history, his conclusions of wretched men are correct. Machiavelli tells us that the sovereign must take whatever action is necessary to maintain order in society. In time this will result in the most compassionate choice too. Machiavelli explains that, Cesare Borgia, by using cruelty was able to achieve order and obedience in Romangna. This contrast with the inaction of the Florentines, who allowed internal conflict to develop in Pistoia, resulting in devastation of the city. Therefore, a number of highly visible executions can be a very effective means of controlling the people and in preventing a major out break of violence and murder. Machiavelli also cites the tremendous military successes of Hannibal. Even though Hannibal led an army of different races over foreign soil, he never had any dissension because of his reputation of extreme cruelty. Machiavelli further concludes that it is difficult to be loved and feared simultaneously. Hence, one should always prefer to be feared than to be loved. The Therac-25 and Its Accident Investigation - Case Study Example The Therac-25 falls into a class of machines referred to as Medical linear accelerators (linacs). They use the principal of accelerating electrons so as to create high energy beams that can be used to destroy any cancerous cells without affecting the other surrounding non- cancerous tissues. For shallow tissues, accelerated electrons were enough to treat them but for the deeper ones, the electrons beams have to be converted into X-ray photons. Defects that lead to the accidents The machine consisted of hardware and software that helped the machine run. The software also monitored the functionality status of the machine and turning on the beam. It was also responsible for turning off the beam and detecting any malfunctions. The software was responsible for running most of the machine functions in conjunction with the hardware. This therefore means that any small bug in the software will lead to malfunctioning of the machine. The software for running the Therac-25 was not extensively t ested before it was deployed for use. This was due failure to follow proper system development and implementation practices. Also the programmer didn’t provide enough documentation about the machine and software errors that could guide operators on when there is malfunction and what to do. The operators therefore were in the dark most of the time despite the machine displaying various error messages as they thought was normal. The hardware that was used to measure the dosage always provided a wrong dosage reading when it as overloaded. Instead of providing a high reading instead it displayed a low reading when it was actually so high. Another defect was how the machine was made to be operated. The machine was made that the operator and the patient were to be in separate rooms to minimize effect of radiation to the operator. Therefore in case there was any overdose and the patient complaining, the operator could not hear it. Also the operator could not ascertain whether the pa tient was in the right position every time. This was risky and costly assumptions that lead to the occurrence of the accidents. Therefore, software errors and design defects were major causes of the accidents. Collective responsibility The accidents happened over a 19-month long period and most certainly someone had to be responsible for allowing such life threatening accidents to occur for that period without doing anything. Many parties were responsible including the manufacturer, the operators and technicians and the federal government. As all the accidents happened from the first to the sixth one, the manufacturer seemed not to care. Only lame excuses were given. For example after the second accident, the manufacturer claimed it was an electrical failure even when an independent electrical firm had ruled out any possibility of the cause of the accident being an electrical fault. It was only after the sixth accident that there seemed to be any action form the manufacturer. The qu estion one would ask is why did the manufacture remain quiet for that long and let the machines to be in use when they were actually causing accidents. The federal government also had their share of the blame by allowing the AECL Company to continue with its operations despite its machines causing those fatal accidents.
